Eurosafe UK assist clients in discharging their onerous duties relating to assessing the competency of suppliers they appoint to undertake work on their behalf. Under Regulation 4 of the CDM Regulations 2007 a client should not appoint consultants, contractors and individuals without first taking reasonable steps to ensure that such appointees are competent to perform their duties in a safe manner.
Eurosafe UK are proud to be an accredited member of the Safety Schemes in Procurement Forum (www.ssip.org.uk). The SSIP Forum has been established to enable mutual recognition between various third party health and safety assessment schemes. In short it means that if a supplier of services has been successfully assessed by a member of the SSIP Forum then that assessment may be mutually recognised by the other members of the Forum.
This is great news for all construction businesses. The SSIP Forum will result in a reduction in the costs and resources currently being spent by organisations when completing the abundance of different health and safety questionnaires relating to pre-qualification exercises.
By successfully meeting the stringent criteria needed to become a member of the SSIP Forum our clients are secure in the knowledge that Eurosafe UK are competent to assist them with discharging their legal duties relating to appointing only competent duty holders.
The Eurosafe UK CDM Competent Scheme asks for organisations to submit various documents for appraisal. Typical examples of areas that are covered include their health and safety policy, risk assessments, training records for operatives and managers, first aid cover, insurances, procedures for the appointment of sub-contractors, accident records etc. In fact all areas necessary to conform to what is known as stage 1 competence.
Appendix 4 of the CDM Regulations 2007 ACoP states that an organisation must be able to prove that they have sufficient arrangements for managing health and safety in order to prove that they can undertake work safely and without risk to their works.
Once an organisation has been able to supply evidence that they meet the Stage 1 competency criteria then they should be assessed for the Stage 2 criteria. In Stage 2 the organisation is assessed, usually by the client, to see if they are capable and have the experience to undertake a particular project. For example a contractor may pass Stage 1 as a general building contractor but may fail Stage 2 if the project involves the construction of a new bridge over a motorway, and the contractor has not undertaken such works before. Again Appendix 4 of the CDM Regulations 2007 ACoP states what the Stage 2 competency check should include.
Our scheme is accredited to the Safety Schemes in Procurement standard. This means that we have been independently audited to ensure that our team and our procedures are meeting the requirements necessary to protect client organisations.
An accreditation lasts 12 months. The annual renewal will be automatically sent to the supplier who will have to undertake the same exercise in order to take into account changes to their organisation such as different personnel, training, new legislation etc.
Each supplier who has passed the exercise will receive a certificate and an electronic Eurosafe UK CDM Competent logo. For an additional cost suppliers can also purchase stickers for their transport, site boards etc. Additionally a current list of approved suppliers will appear on our web sites www.ssipassessors.com and www.eurosafeuk.co.uk for clients to access.
As construction safety consultants Eurosafe UK offer an optional national site safety inspection service whereby we make unannounced visits to our clients’ construction sites. During the inspection we will produce a written report detailing the condition of the site, including adherence to current health and safety legislation. A report will be issued to our clients and also the supplier. Before leaving site we will speak with the site manager and work with them to ensure that they understand the findings of the inspection and the corrective actions necessary to improve the site conditions. Note: The SSIP scheme does not currently cover site based assessments.
